Description
The Town of Woodstock will develop a Capital Asset Management Plan for core assets - ProtectiveServices (fire department, some police station equipment), Environmental Health Services (water,wastewater and storm linear systems and infrastructure), and Transportation Services (roads, sidewalks,and associated buildings or vehicles required to maintain transportation assets). For this plan, the Townwill: Draft a policy and governance model that highlights different roles and responsibilities of thedepartment leads and council members to form an asset management system; State the Town’s level of services provided to residents, and the intended level of service thateach asset class must maintain; Develop a GIS database (ESRI) for the Town's infrastructure - This will be completed using theexisting AutoCAD data, record drawings, and inventory collected through the PSAB-3150activities.MAMP 16035(29 pages) Compile all asset inventory into an excel-based condition assessment tool to have all assetclasses in one location; Provide a condition assessment on core assets. Evaluations will be conducted using a five-pointscale system, which will include definitions/examples for what each condition rank means foreach asset class. Identify and evaluate the vulnerability of core assets.As part of this project and incorporated within the risk assessment, the Town of Woodstock will deliver ahigh-level evaluation of climate hazards to determine the potential impacts to the Town's infrastructure asrelated to climate change. The Town will also explore replacement costs associated with high-value andcore assets, and develop a plan for the expected capital financial investment required over the next 50years.
