Mobile Sensing Roads Assessment and Asset Management Plan

The Township of Tudor and Cashel will gather data on the condition of 60 lane km roads within its juridiction. It will use the data analysis software to determine its longer term asset management priorities for the asset class: maintenance plans, capital refurbishment/replacement plans, and ongoing condition assessment needs. The Town will use the LAS Roads Assessment Service to achieve these goals.The LAS Roads Assessment Service diagnoses roadway defects efficiently and effectively using rapidsensor inspection technology collecting pavement related data while traveling in traffic. Data is collected in tight time synchronization using acoustic technology, millimeter-wave surface radar array, video cameras, and a ground penetrating radar array (GPR).The data is put into a web-based GIS data management, processing and visualization environment designed for Pavement condition monitoring. The interface provides visual tools and methods to help decision makers formulate optimum strategies to maintain and improve their roadways over a given time period including repair suggestions, prioritization and long term planning.The Township will develop an Asset Management Plan (AMP) to address the following core and other asset groups included in the new regulation and applicable to the Township which includes roads, bridges and large culverts, solid waste facilities, buildings, facilities, land and land improvements, vehicles, machinery and equipment. The Township wishes to have an AMP developed which can be used as a functioning and useful tool for municipal budgeting, short and long-range financial planning and an important component to the Township's overall strategic plan.The AMP will include a review of the state of the local infrastructure, focused on the list of asset groups just identified. It will include a review of the current and future levels of municipal service provision. It will include the development of a strategy for managing municipal assets and it will include a financial model that identifies needs associated with the short and long-range resources required for long-range asset management strategic planning and investment.
