Description

The objective of this project is to improve the City of Rossland’s asset management capacity by providing staff, council and the community with a clear understanding on the state of their infrastructure, why asset management is important, tools to report annually, and a plan to move towards financial sustainability.Specifically, the City will develop templates and measures for annual reporting, monitoring and measuring on the state of infrastructure to council and the public. These tools and templates will be graphical and will focus on explaining and answering the 5 key asset management questions for each asset category: what assets do we own, how much are our assets worth, what is the condition of our assets, when do our assets need to be replaced and how we will fund the replacement of our assets, for each of Rossland’s asset categories. As part of this Activity, the City will establish an asset management committee and provide AM training. The City will also develop a communication and engagement strategy, key messages and materials to assist with building awareness and capacity with council and the public on asset management. Finally, the City will develop a financial plan to assist the City with gaining a deeper understanding on how rates, taxation, and reserve levels will need to be managed and adjusted in order to support a financially sustainable future. The focus of this last activity will be on linking asset management planning to financial planning and using the City's developed financial and asset management policy to guide the development of this plan.
