Description

The City of Toronto has a number of brownfield properties including vacant industrial sites, commercial properties, offices and underutilized parking lots. As part of its commitment to urban intensification, City Council has identified the following brownfield sites for redevelopment potential: St. Lawrence Market North property, the Warden, Victoria Park and Wilson Subway Stations, and two vacant industrial parcels of land surrounding the Downsview Subway Station. In this study, the City will undertake a Phase II Environmental Site Assessment (ESA) on the St. Lawrence Market North property and undertake Phases I and II ESAs on the Subway Station sites. Remedial action plans will be developed to govern the removal and disposal of contaminated soil for each site. The City expects that the successful implementation of the study recommendations will result in a number of environmental benefits including a reduction in site contamination and redevelopment of surplus properties into green buildings. The City estimates a 50 per cent net reduction in emissions of GHG (tonnes CO2 equivalent), nitrous oxides, sulphur oxides, carbon monoxides and VOCs as a result of the remediation and redevelopment of the assessed sites.
