Description
The grant-funded staff person will implement initiatives that will produce a lasting improvement in municipal GHG emissions reduction. The first required phase of work is to review and evaluate progress of the Community Energy and Climate Action Plan (CECAP). The plan will update a baseline GHG emissions inventory, set emissions reduction targets, and outline actions to reduce GHG emissions for municipal operations and the community in all areas of municipal activity, including energy use, transportation planning, land use, waste and water management. The second required phase of work for the grant-funded staff person is to implement operational and institutional changes that will help ensure long-term GHG emissions reduction after the grant period. The third phase of work will be to carry out the preparatory work to be able to implement climate mitigation projects and the grant-funded staff person is required to move activities from the planning stage to the implementation stage over the course of the grant period. In Year 1, the Recipient plans to:- Initiate Personal and Organizational Capacity Building (incl. orientation, meetings with dept. heads, create goals & expectations checklist and manager mentoring plan to track performance and personal/professional growth & meeting FCM commitments & reporting) - Review current operations & develop set of recommendations for improving coordination with BC's Home Energy Retrofit- Partners Program (Heat Pump incentives) - Oversee and refine the annual Climate Change student intern program (tools to compile, assess & interpret key trends from RMOW Annual Energy & GHG Inventory) - Develop measurement & monitoring protocols for tracking CECAP implementation within org and across community & report progress to Council - Work with Communications dept. to develop, produce and deploy engaging content and develop social marketing approaches re: CECAP behaviour change progress- Re-establish and refine climate literacy program for municipal staff including development of energy/GHG performance trend workshops and engaging and ongoing monitoring plans for tracking implementation in all departments - Develop plan for Energy Step Code (ESC) integration/transition for Part 3 buildings- Develop training program & evaluative framework for transitioning building sector to Energy Step Code (ESC)-Part 9 buildings - Develop strategic approach for integrating energy efficiency/district energy in new neighbourhood design at Cheakamus Crossing Phase II - Refine & support industry/ public education programs for reducing vehicle based emissions (increasing preferred modes in step w Transportation Advisory Group deliverables) - Create strategy for expanding and leveraging Transportation Advisory Group recommendations using energy/GHG analytics - Create list of recommendations for improving implementation GHG reduction programs such as Power Down to Save Up (residential energy rebates) and transition to renewable energy sources.- Develop assessment framework to measure energy efficiency progress of the Cheakamus Crossing District Energy System Facilitate Whistler's participation in and act as the liaison to the Provincial renovation/retrofit program.- Organize a Task Force with the objective of developing a renewable energy road map. - Pursue grants for solar panels to cover Meadow Park Sports Center.- Advance implementation of medium-term Community & Corporate GHG emissions reductions strategies and initiatives - Reconvene the Facility Managers Association to consult with stakeholders on CECAP progress - Initiate & create schedule for meeting with & pursuing collaborative approaches with regional leaders / neighbouring jurisdictions to drive greater regional policy alignment around CECAP targets & initiatives - Reinstate the Whistler Facility Managers Assoc., lead quarterly meetings, develop strategy for implementing stakeholders' recommendations re: reducing GHG emissions assoc. with the built environment - Prep work: use corporate energy and emissions inventories to assess performance and offer recommendations for, including feasibility of improving operational and facility energy efficiency. - Create white paper, and strategic approach for the development of a Whistler Renewable Energy Road Map/Strategy In Year 2, the Recipient intends to: - Refine Personal and Organizational Capacity Building (incl. meetings with dept. heads, & refinement/progression of goals & expectations checklist and manager mentoring plan to track performance and personal/professional growth, and meeting FCM commitments & reporting) - Oversee and evaluate opportunities for expanding local uptake of BC's Home Energy Retrofit- Partners Program and/or other incentive programs - Manage Climate Change student intern program (tools to compile, assess & interpret key trends from RMOW Annual Energy & GHG Inventory) - Oversee CECAP implementation within org and across community and report progress to Council - Work with Communications dept. to develop, produce and deploy engaging content and develop social marketing approaches re: CECAP behaviour change progress - Execute climate literacy program incl. improved energy/GHG performance trend workshops and engaging and ongoing monitoring plans for tracking implementation in / between departments - Execute Bylaw Amendments for integrating Energy Step Code (ESC) for Part 3 buildings - Execute and update training programs & evaluative framework for transitioning building sector to Energy Step Code (ESC)-Part 3 buildings - Develop scenarios, model outcomes and establish approach for integrating energy efficiency/district energy in new neighbourhood design at Cheakamus Crossing PII lands - Refine & support industry/ public education programs for reducing vehicle based emissions (increasing preferred modes in step with Transportation Advisory Group deliverables) - Work with Transportation Advisory Group to leverage key aligned GHG reduction actions (regional transit, parking rate structures, EVSE planning) - Review & refine recommendations for improving implementation GHG reduction programs such as Power Down to Save Up (residential energy rebates) and transition to renewable energy sources. - Use evaluation framework to report on energy efficiency progress of the Cheakamus Crossing District Energy System - Continue to lead organizational implementation of Community & Corporate GHG emissions reductions plans - Meet with & pursue collaborative approaches with regional leaders / neighbouring jurisdictions to drive greater regional policy alignment around CECAP targets & initiatives - Lead meetings of Whistler Facility Managers Assoc.; implement stakeholders' recommendations re: reducing GHG emissions assoc. with the built environment - Support departmental staff by undertaking financial evaluations of key operational retrofit upgrades - Develop draft Whistler Renewable Energy Road Map/Strategy (including preliminary community and stakeholder engagement and formation of a task force)
