Description
The City of Baie-Saint-Paul, the first in Quebec to adopt a local Agenda 21 in 2006 will develop its second five-year action plan (2010-2015) that will include its city plan and relevant bylaws as well as its cultural policy. This process consists of drawing up an overall update of all actions taken to date, analyzing measurement indicators in order to update the territorial diagnosis carried out in 2005, reviewing issues that will come out of this update and consulting residents to find potential new solutions concerning city planning and sustainable development. The City will mandate a consulting firm to update reference data and monitoring indicators for the sustainable development diagnosis, consult groups of specialists on the city plan and cultural policy and organize a series of interviews with members of the community to obtain their opinions. Then, based on consultations with residents, the City will present a new diagnosis concerning the state of sustainability for the territory of the City of Baie-Saint-Paul, proposed orientations for the city plan and its main updated by-laws, as well as its new cultural policy and action plan. The Agenda 21 action plan will be developed from this work and will be adopted and distributed to its employees and to all residents making it the City’s reference tool for the next five years. As the leading city in sustainable development in Quebec, Baie-Saint-Paul will set the example for other municipalities as much for the importance it gives to sustainable development as for the place it reserves for resident participation in its consultations but also for the twenty-odd committees who support the local Agenda 21.
