Description
The Village of Plaster Rock will produce a Capital Asset Management Plan for core community assets,
such as Water and Wastewater Services (including treatment facilities and underground piping),
Transportation Services (including road base and road surface material, sidewalks and curbs) and
municipal buildings (including building equipment, structural, mechanical & electrical equipment and roofs).
The Village will undertake the following tasks to complete the Capital Asset Management Plan:
• Draft a policy and governance statement outlining the roles and responsibilities of the asset
management lead to be appointed within the municipality;
• State the level of services provided to residents;
• Develop an asset inventory containing municipal buildings, drinking water and wastewater buildings
and related infrastructure, transportation linear assets (roads, sidewalks and curbs), municipal
vehicles, and municipal lands including parks and recreational areas; Conduct a condition assessment on municipal buildings, water and wastewater assets and
transportation assets using a five-point scale system. The five-point scaling system will follow the
Canada Infrastructure Report Card report format; and
• Identify and assess the risks associated with core infrastructure (i.e., Water, Wastewater and
Transportation).
Additionally, The Village of Plaster Rock will conduct a high level evaluation of climate hazards to identify
potential infrastructure vulnerabilities. The climate hazards will be incorporated into the risk assessment,
and will help identify infrastructure repair/ replacement priorities.
