Description

The City of Gatineau will compare the three-stream waste collection system, as planned for in the 2004 Waste Management Plan (WMP), with a newly proposed two-stream collection system that would rely on a sort-compost facility to separate organic waste. The two-stream option has the advantages of an elevated diversion rate and the ability to use current collection methods. The city will examine the two approaches and contrast their technical, environmental and economic merits. The project team will also assess several previously selected sites for a new composting centre and identify the most favourable location. It will develop a plan for the collection, transport and treatment of residential organic waste, depending on the chosen system. Included in the project will be a study of odour dispersion at the potential sites, as well as a public communication plan. The implemented system will likely increase waste diversion rates to between 60 and 70 per cent. The estimated 27,800 tonnes of organic material it will keep out of landfills by 2010 would amount to 4,661 tonnes of CO2-equivalent greenhouse gas emissions.
