Description

The grant-funded employee will implement initiatives that increase the municipality’s capacity to adapt to climate change. The first phase of work will be to develop a climate adaptation plan for the municipality. This plan identifies climate change impacts, risks, and related adaptive strategies or actions related to the region, the community, a neighbourhood or a group of assets. Once the climate adaption plan is developed, the second phase of work will be to implement operational and institutional changes within the municipality that will help ensure long-term climate adaptation after the grant period. The final phase of work will involve preparatory work leading to the implementation of climate adaptations initiatives and the grant-funded staff person is requir¬¬ed to move activities from the planning stage to the implementation stage over the course of the grant period. In Year 1, the Recipient plans to:• In preparation of planning process, build internal capacity by educating municipal employees and Council• Engage partner organizations and neighbouring municipalities to create a vision for planning process that can be shared as a template with lower tier municipal tiers• Establish a project steering committee with working groups along with a terms of reference• Develop action plan with priorities and timelines• Monitoring Protocol: develop key performance indicators to measure progress using both leading and lagging indicators • Draft and present reports/recommendations in coordination with the Chief Administrative Officer (CAO) for Council approval• Prepare to conduct a situation analysis that will create GHG inventory, identify vulnerable infrastructure, etc. • Assemble and lead an internal staff task force to identify both 'quick wins' and long-term structural changes to our business processes that integrate climate change considerations • Implement recommendations from the climate adaptation plan, creating project plans for each item and incorporating into municipal budgetary process• Implement monitoring protocol• Complete self-assessment of the municipality's performance and progress using the Climate Adaptation Maturity Scale throughout the grant period • Prepare and submit project progress reports to Council and to FCM• Coordinate or conduct research and analysis as required to address key uncertainties• Prepare and deliver public consultations to aide in intelligence gathering and local capacity building• Assist with or lead public education programs • Start to prepare GHG inventory • Share data and experience with peer lower tier municipalities In Year 2, the Recipient intends to identify the activities based on the outcomes of year 1.
