Description
The grant-funded staff person will implement initiatives that will produce a lasting improvement in municipal GHG emissions reduction. The first required phase of work is to develop a greenhouse gas (GHG) emissions reduction plan. The plan will establish a baseline GHG emissions inventory, set emissions reduction targets, and outline actions to reduce GHG emissions for municipal operations and the community in all areas of municipal activity, including energy use, transportation planning, land use, waste and water management. The second required phase of work for the grant-funded staff person is to implement operational and institutional changes that will help ensure long-term GHG emissions reduction after the grant period. The third phase of work will be to carry out the preparatory work to be able to implement climate mitigation projects and the grant-funded staff person is required to move activities from the planning stage to the implementation stage over the course of the grant period. In Year 1, the Recipient plans to:• Prepare for planning process and develop educational materials • Work on formalizing work plan/vision, update maturity scale • Formalize working group, communications plan and branding • Begin inventories using GHG software or w Consultant, present findings to Council• Work with the Community on Education/Engagement on targets • Register Windsor in PCP program, form working group, and begin Inventory • Conduct corporate and community Inventory engagement (internal and external) • Deliver internal presentations on Climate Change, PCP program and workplan (Wolfville) • Deliver internal presentations on Climate Change, PCP program and workplan (Windsor) • Discuss and submit GHG emissions inventory for Council approval • Establish and work with formal working groups and report to Director (Wolfville, Windsor) • Research and propose institutional and operation changes (Wolfville, Windsor) • Begin working Action Plan - present outline to working group • Propose projects that may be executed during planning phase • Work on execution of Solar Community Building Project • Participation in the Municipal Planning Strategy Review from GHG perspective In Year 2, the Recipient intends to:• Continue communications, branding • Conduct stakeholder engagement and public education events • Hold regular working group meetings • Refine and present Year 2 operational/business plan to Council • Continue working on Action Plan • Implement special energy and climate projects • Town of Windsor Inventory and working group tasks • Propose projects (e.g. PACE that can be implemented during planning phase) • Complete Action Plan • Complete framework plan / future work plan for Windsor • Complete business case on value of funding the position long-term, forge funding partnerships with stakeholders
