Description
The Town of St. Stephen will establish a Capital Asset Management Plan for their core assets: ProtectiveServices (fire department, some RCMP infrastructure), Environmental Health Services (water, wastewaterand storm water systems and infrastructure), and Transportation Services (roads, sidewalks, andassociated buildings or vehicles required to maintain transportation assets) are all defined as core assets.For this plan, St. Stephen will: Draft a policy and government model that outlines the roles and responsibilities of all departmentleads and Town Council regarding St. Stephen's asset management system; Review St. Stephen’s level of services provided to residents; Develop a complete inventory on St. Stephen's assets including municipal buildings, wastewaterbuildings, transportation linear assets (road surface and base, sidewalk, curb), storm water andwastewater linear assets, municipal vehicles, and specialty equipment owned by the Town;MAMP 15980(28 pages) Produce a condition assessment on the Town's core assets using a five-point scaling strategy. Thefive-point scaling system will include definitions and examples of each condition rating related to eachasset class, in order to ensure clear communication and rating between departments; Identify and determine the vulnerability and risk associated with each of the asset types.In addition, the Town of St. Stephen's Asset Management Plan will deliver a brief evaluation of climatehazards and climate change impacts felt within the Town in order to identify potential climate changevulnerabilities for the Town's assets. St. Stephen will examine the replacement cost associated with eachasset and produce a plan for the expected capital financial investment required over the next 50 years.
