Description
The grant-funded employee will implement initiatives that increase the municipality’s capacity to adapt to climate change. The first phase of work will be to develop a climate adaptation plan for the municipality. These plans identify climate change impacts, risks, and related adaptive strategies or actions related to the region, the community, a neighbourhood or a group of assets. Once the climate adaption plan is developed, the second phase of work will be to implement operational and institutional changes within the municipality that will help ensure long-term climate adaptation after the grant period. The final phase of work will involve preparatory work leading to the implementation of climate adaptations initiatives and the grant-funded staff person is required to move activities from the planning stage to the implementation stage over the course of the grant period. In Year 1, the Recipient plans to:- Review current policies and initiatives, exiting plans, studies and inventories- Evaluate frameworks and programs for climate action planning and support- Create visions and goals for climate change action- Develop a project charter- Determine stakeholders and engagement process- Identify local impacts and issues- Establish targets- Initiate and coordinate an interdepartmental working group on climate change- Support Clarington Consumption and Demand Management Plan update- Conduct a climate change policy review - Integrate climate change considerations into the Development Charges Study- Represent Clarington in regional climate change action implementation- Conduct a climate opportunities, risks and vulnerabilities assessmentIn Year 2, the Recipient intends to:- Prioritize risks and opportunities and corporate climate risk scan reporting- Develop a climate change action plan- Develop an implementation plan/strategy, including key indicators and milestones, and review and reporting process- Obtain Council approval of the Clarington Climate Action Plan- Coordinate an interdepartmental working group on climate change- Integrate climate change considerations into the Development Charges Study- Integrate climate change considerations into the Clarington Asset Management Plan- Represent Clarington in regional climate change action implementation
