Description
Located in the south-west section of the Island of Montreal on an area of about 20 square kilometres, the City of Dorval will revise its urban plan and municipal bylaws. As it is fully aware of local challenges and major societal issues concerning environment-related problems, the administration wishes to integrate a sustainable development approach into the urban plan in order to improve its management methods and to propose responsible development that will guarantee present and upcoming generations a bright future, environmentally, socially and economically. The sustainable development-oriented urban plan will deal with several themes including transportation, the preservation of air, water and soil quality, the diversity of urban functions and the social mixity; protection and development of natural spaces and landscapes, the preservation and development of public riverside areas; habitat and new urban planning concepts; energy efficiency; existing buildings and cultural heritage areas; waste management, water management, employment and services.
Based on existing documentation, on a tour of the area and on discussions with people in charge of various municipal departments, Dorval will systemically draw up a diagnosis for all sectors and activities. At the same time, the City will develop a vision for the future of its territory using questionnaires and focus groups, based on community values. Finally, a strategic framework and action plan will take shape, followed by a series of indicators measuring the implementation of actions and the results obtained for each.
This process requiring the implementation of an innovative methodological framework could be repeated by other municipalities wanting to develop their urban planning tools. Furthermore, the report on the various actions taken will allow the community to decide which were successful and which failed. Other municipalities will be able to examine these conclusions in order to decide which actions and means they want to implement in executing their own projects.
