CBR - EBCx - Recommissioning Four Community Centres with Indoor Pools in the City of Richmond Hill

The City of Richmond Hill will recommission four community centres with indoor swimming pools. The reasons for this exercise are as follows:
These facilities are all more than 20 years old, have never been commissioned and are the top city-owned energy consuming facilities
HVAC equipment and/or the building automation systems have been manually overridden many times to address occupant comfort following customer complaints related to air temperature, water temperature and humidity levels
An ASHRAE level II audit conducted in 2017 for top energy consuming city-owned facilities revealed that recommissioning of these facilities could provide annual energy savings in the range of 5-15% with a payback period of under 5 years.
Potential outcomes of this project include operational and equipment efficiencies, improved occupant comfort and the identification of further large-scale interventions. It is expected that best practices and educational value resulting from this project will increase capacity of City staff who manage the facility by helping them learn to operate the energy systems more efficiently and help identify best practices for future builds.
