Description
Overall goalProvide support to five partner municipalities in adapting to climate change through assistance tailored to their needs. Focus on reducing the effects of urban heat islands (UHIs) and air pollution. A range of actions focused on three areas are available to municipalities to allow them to assess their vulnerability to climate change and create land-use scenarios that contribute to the resilience of central neighbourhoods. Area A: Territory CharacterizationGoal: Using existing tools such as the Atlas interactif de la vulnérabilité de la population québécoise aux aléas climatiques developed by Laval University in 2018, target the areas most at risk for heat waves and hydrometeorological hazards. Once these areas have been identified, assess their greening potential based on various factors, such as underground municipal infrastructures (e.g. waterworks), soil type, street width, and regulations in effect. Once this information has been collected, map priority intervention areas where greening projects with key stakeholders will be proposed. All of these projects will be designed to connect new green spaces with the ones already existing. Actions:—Consult with municipal officials and department heads to identify their needs and priorities.—Collect and model geospatial data showing greening potential.Area B: Engagement and Capacity BuildingGoal: Mobilize and empower municipalities as well as their partners and citizens to take action to increase the resilience of communities vulnerable to UHIs and air pollution. Actions:—Issue recommendations for action based on map modeling.—Coordinate peer-to-peer knowledge-sharing and problem-solving roundtables with representatives from the five partner municipalities.—Provide municipalities with the Milieux de vie en santé passport, a toolkit intended for green project proponents (see attachment).Area C: Support ActionGoal: Support municipalities and their partners in designing inspiring land-use and greening scenarios. These scenarios will serve to inspire, concretely illustrate ideal development opportunities, and transfer knowledge to mitigate the impacts of risks associated with UHIs.Actions: —Conduct consultations with key stakeholders in communities where projects will be proposed.—Create land-use scenarios with a local budget defined according to the specific needs and constraints of the operation site.The concepts illustrated in the land-use scenarios are then presented, and a service offer can be made available to realize the retained elements.
