Description

The grant recipient will implement initiatives that will increase the municipality’s capacity to adapt to climate change. The first phase consists in developing a climate change adaptation plan for the municipality. These plans identify climate change impacts, risks, and associated adaptation strategies or actions associated with the region, community, neighbourhood, or asset group. The second phase consists in implementing operational and institutional changes within the municipality in order to help ensure adaptation to climate change once the grant period ends. The final phase consists in completing the groundwork leading to the implementation of the climate change adaptation measures; the grant recipient will be required to put the planned measures into action during the grant period. In Year 1, the Recipient plans to:• Design and validate a comprehensive grid of findings related to past impacts, observations, or disturbances connected to climate change on the territory• Communicate the findings related to past impacts, observations, or disturbances connected to climate change on the territory to citizens• Appoint a climate change coordinator and draft a memorandum of understanding• Monitor information and deploy partnerships• Define deliverables and timelines• Monitor interactions between climate change and critical thresholds based on available technical tools and analyze risk related to municipal assets• Establish an advisory committee• Coordinate, supervise, and participate in the advisory committee• Characterize local climate change projections with evolutionary scenarios• Validate, refine, and define the acceptability thresholds of climate change vulnerabilities with the advisory committee• Build consensus on anticipated climate change and vulnerability levels related to municipal adaptive capacity• Validate, refine, and define the acceptability thresholds of climate change vulnerabilities with the scientific committee (extended partnerships and stakeholders)• Identify risk levels, and classify probabilities of occurrence and magnitude of impact on municipal assets• Develop and validate a prioritization matrix based on the acceptability thresholds of climate change vulnerabilities with the advisory committee• Undertake an analysis of the municipality’s adaptive capacity in relation to the financial burden imposed by climate change and its exposure to climate events• Facilitate public education and consultation with stakeholders and citizens to prioritize the acceptability thresholds of climate change vulnerabilities• Report on and communicate adaptation priorities identified through public consultation, taking into account financial considerations and climate change issues related to municipal assetsIn Year 2, the Recipient plans to:• Coordinate, supervise, and participate in the advisory committee• Facilitate validation on the part of the advisory committee and stakeholders of the recommendations from the public consultation, and propose a list of adaptation options that identify the best climate change adaptation measures while taking into account financial considerations• Draft a climate change adaptation plan for the municipality of L’Anse-Saint-Jean, and propose a long-term vision defining the monitoring and follow-up process of climate change adaptation measures• Present the climate change adaptation plan to the advisory committee, stakeholders, staff, and council• Prepare and implement a stakeholder outreach and communication plan targeting local businesses, citizens, and organizations• Design and validate an implementation schedule as well as monitoring and assessment mechanisms
