Description
As per the wishes of its residents and inspired by the City of Sorel-Tracy’s Local Agenda 21, the MRC of Pierre-de-Saurel, in cooperation with the Technocentre en écologie industrielle and regional players will begin a regional sustainable development strategic planning process that will notably deal with themes like sustainable transportation, as well as water, energy and waste management.
As the eastern gateway to the World Biosphere Reserve in Lake St. Pierre, the territory of the MRC of Pierre-de-Saurel is located on the south shore of the St. Lawrence River in the Montérégie region. Characterized by an economic dependence on mainly mono-industrial activities as well as two municipal entities designated as “devitalized” by the Québec government, the MRC of Pierre-de-Saurel is looking to develop a long-lasting systemic, strategic vision of land use and the territory’ s development: the ecocommunity of Pierre-de-Saurel.
As compared to the traditional results-based linear management, the ecocommunity of Pierre-de-Saurel’s methodological approach adopts a management by co-evolutionary processes that gradually take part in building a regional culture of innovation and continuous improvements. Issues of sustainable development will be covered during public consultation and discussions with all stakeholders within the community to reach a consensus for defining the strategic guidelines. At the same time, the identification and execution of pilot projects by participants will allow the MRC to develop and exercise new sustainable development-related skills and knowledge.
Measured and analyzed using sustainable development indicators, community progress regarding sustainable development will not be limited to stakeholders but will be made public to all residents to reinforce the feeling of collective responsibility in matters of sustainable development. As for the sustainability of the process, this will be taken care of via involvement of members of the ecocommunity of Pierre-de-Saurel strategic planning committee but equally by the regional council of elected officials as well as the general manager and all employees of the MRC of Pierre-de-Saurel.
