Description
The Town of Sackville will design and construct a new, energy-efficient emergency response services and town hall (ERS/TH) facility to replace the existing town hall building and house primary emergency response services for Sackville and surrounding areas.
The facility will house the Sackville Volunteer Fire Department and the rural and municipal offices of the Royal Canadian Mounted Police — functions currently located in four separate buildings that are not energy efficient. By co-locating similar functions, common amenities can be shared in one building. This will save space, conserve building construction materials, save energy and lower operation and maintenance costs.
The facility will feature energy-efficient technologies with an effective payback of eight years or less. Specific energy-saving features include a ground source heat exchange system, heat recovery functions on all exhaust air units, occupancy sensors to control HVAC and lighting in infrequently used spaces, high-efficiency lighting systems, in-floor distribution of hot water for heating, high-efficiency motors and starters, solar hot water heating and a photovoltaic powered pump system.
The building will utilize 60.4 per cent less energy and save $26,112 in annual energy costs compared to a similar building built to MNECB (Model National Energy Code of Canada for Buildings) baseline standards. This will result in an estimated energy reduction of 1,893Gigajoules per year. It will replace four older, inefficient facilities which use about 30 per cent more energy than the MNECB baseline, resulting in even greater energy savings. Water use will be reduced by more than 30 per cent.
The facility will be constructed to meet LEED (Leadership in Energy and Environmental Design) gold standards. Measurement and verification as per LEED requirements is included in the project. The facility will be built on a brownfield site, which will increase property values and promote economic growth and development.
