Description

In order to regionalize and standardize all activities regarding collection, treatment, elimination and reclamation of waste within the MRC of Manicouagan, the Régie de gestion des matières résiduelles de Manicouagan will establish a three-way collection system, create a composting centre at the Ragueneau technical landfill site and build a multi-matter reclamation centre at the Baie-Comeau industrial park. The reclamation centre will include a transfer centre housing a waste and recyclables press, an eco-centre, a reuse store as well as a woodworking shop.
Thanks to this project, there will be significant progress in achieving one of the objectives set down in the waste management plan, that is to say reclaim 65% of waste. Furthermore, the project will allow the MRC to cut greenhouse gas emissions notably by reducing the volume of waste that is buried, by narrowing the distance waste must be transported and by installing an electrical baling press. It should be noted also that in designing the infrastructures at the reclamation centre and the composting centre, constant care will be given to minimizing the impact on the environment and using locally available resources wherever possible.
The management approach used could serve other municipalities with characteristics similar to this MRC’s, that is to say far from the main markets for recyclables or affected by urban sprawl which has a direct impact on the cost of transporting residual matter. In addition, setting up a composting centre and establishing three-way collections in a northern region of Quebec will show this technique is accessible to all and may be duplicated anywhere.
