Description
The Town of Markham will build a new energy efficient, environmentally friendly community centre and library in the under-served eastern part of the town.
The East Markham Community Centre and Library (EMCC+L) will be linked to the Markham-Stouffville Hospital and connected to the district energy plant for its heating and cooling supply. The building is designed to meet the town’s requirement of minimum LEED Silver construction for new buildings in Markham. It is expected to emit approximately 440 fewer tonnes of greenhouse gases than a similar building constructed to code and not connected to a district energy plant. It is also expected to consume 45 per cent less energy than stipulated in the MNECB. To achieve these goals the town will engage a Commissioning Agent whose responsibilities will include developing a commissioning plan, verifying equipment installation and testing its performance, reviewing operations and maintenance manuals, and verifying training.
The town has conducted public consultations on the project and assembled a project team. The project team will ensure that features, such as high-efficiency lighting, on-demand ventilation and a waste-heat recovery system are properly incorporated into the building. The team has developed plans to manage aspects of the project including scope statement, budget and costs, changes, quality, communications, and procurement.
The EMCC+ L project will support the town’s sustainability plan by addressing many of its priorities, including individual health, materials management, water efficiency, energy and climate, social equity, identity and culture, and skills and education. The facility is designed to improve the town’s quality of life by providing residents with a fitness facility, pool, library, meeting space and a rehearsal hall. Patients at the hospital will have access to the centre’s fitness facility and pools, and doctors will have access to its Medical Reference Library. The EMCC+L will be well connected to public transport and will facilitate the use of bicycles. It will also have an electronic information kiosk to inform visitors about its LEED® achievements. The centre will foster community pride with its open and accessible design, and encourage economic growth by employing more than 100 full and part-time staff.
