Description
The Rural Municipality of West St. Paul developed the Middlechurch Sustainable Community Secondary Plan to provide a framework for making decisions on land use, growth, infrastructure and transportation. Work was undertaken in three phases: situational analysis; evaluation (including community consultation); and bylaw approval. The framework aimed to preserve and enhance the area’s liveability by applying principles of growth management to guide neighbourhood planning, including new development in existing neighbourhoods. It also promoted brownfield redevelopment and sustainable transportation options, and prioritized infrastructure upgrades, including the replacement of five small and inefficient sewage treatment plants and conversion of private septic disposal to piped sewerage service. This was expected to help eliminate or reduce soil and groundwater contamination, and improve the quality of surface drainage discharged into local waterways and Lake Winnipeg. The plan considered Middlechurch’s fit within the broader context of Manitoba’s Capital Region and looked for synergies to promote effective inter-municipal cooperation in the implementation of the larger planning district’s development strategies.
