Description

By functioning at the regional level, as well as at the individual municipal level, this study represents a sustainable community planning approach to recycling practices in Ontario. It includes developing a full understanding of collection and processing productivity rates that can be achieved for individual Blue Box materials (best practices); developing a complete understanding of the gross and net costs for individual materials (benchmarks); twinning of similarly scoped programs to institute technology and best practices transfer from “good” programs to those identified for “improvement”, and; identification of opportunities to regionalize processing operations in a large and small program setting. The Integrated Waste Management (IWM) Model will be used to assess and quantify municipal and regional changes to current waste management practices from a life cycle perspective. In addition to the study’s final report, an Optimization Guide will be developed for use by municipalities to implement best recycling practices. As well, a minimum of four series of training programs, across Ontario, running program operators through the results of the study and demonstrating how changes can be implemented, will be completed.
