Description

The Town of Halton Hills will develop a Community Improvement Plan (CIP) to act as a policy framework for urban and rural sustainability projects. The focus of the plan will be on the revitalization of historic downtown centres, the remediation and redevelopment of brownfield sites and improvements to soil and water quality. The project team will undertake a Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis of existing environmental, economic, transportation and land-use conditions. The plan will identify the major barriers to revitalization and redevelopment and then provide strategies and policies to overcome these barriers. It will also provide incentive programs to attract private sector investment and sustainable development. A municipal leadership strategy will guide public sector improvements while an education strategy will target businesses, property owners and the public. The plan will establish baseline estimates of the number and size of brownfields, greyfields and bluefields, and a monitoring program will track their redevelopment progress. The program will also monitor the rehabilitation of heritage properties and the development of LEED-certified buildings. On-site, bioremediation projects will substantially decrease soil and groundwater contaminant levels. Each acre of redeveloped brownfield land would preserve 4.5 acres of agricultural land, limiting urban sprawl and its associated greenhouse gas emissions.
