Description

This study will examine ways to increase the rate of diversion of FVRD’s waste stream by exploring new technologyapplications (composting, energy from waste, and Industrial, Commercial and Institutional (IC&I) materials) and newforms of governance (i.e. a broader regional role). Available options will be evaluated on a life-cycle basis includingtransportation, air quality, zoning, and land-use development priorities. . A preliminary life-cycle analysis will be appliedthat includes transportation impacts from collection (e.g. the greenhouse gas emissions associated with collectionoptions and location of disposal sites); land-use and community impacts (e.g. “big box” disposal facilities versus smallerfacilities in selected municipalities); landfill gas emissions from organic waste; heat and electricity generation potentialfrom energy-from-waste facilities; and air quality impacts of energy-from-waste facilities versus air quality impacts ofexisting, unregulated open-burning.
