Description

The City of Candiac will undertake a study to support the design of a community efficiency financing program. According to the 2018 greenhouse gas (GHG) emissions inventory, 13% of the community's emissions come from energy consumption in the residential sector. With the objective of reducing the community's GHG emissions, an energy-efficiency upgrade program is a priority for the City of Candiac. The study will assess the following aspects: (1) eligibility of projects; (2) investment and operating budget; (3) program activities (integration with other relevant programs, marketing strategies, measurement and verification plans, etc.); (4) setting up and administering the program; and (5) legal and administrative issues. The potential program, which aims to upgrade 90 participating homes, will reduce energy consumption by 2.954 GJ/year and GHG emissions by 41 tonnes of CO2-eq/year. In addition to these environmental benefits, the program may provide economic and social benefits such as improving the comfort, health and quality of life of residents, lowering energy bills and stimulating the local economy. The program is linked to the city council's resolution of July 2019 to reduce GHG emissions by 40%, the 2020-2030 action plan to reduce GHGs, as well as the city’s participation in FCM’s Partners for Climate Protection (PCP) program. Innovative aspects: · PACE-type financing models are relatively rare in Québec. · The project requires extensive coordination between the various city organizations, as well as between the municipal and provincial sectors. Replicability: · As it holds important positions with various municipal and government authorities, the City of Candiac will easily be able to share the results of the project with most Québec municipalities. · The City is committed to promoting the results of the project through various communication platforms, including its website and social media, press releases and information exchange platforms.
