Description

Humphrey’s Brook Secondary Plan area. Having grown at a rate of 7.7 percent between 2006 and 2011, the City of Moncton anticipates that they will need to accommodate 20,000 new residents within the next 25 years. This secondary plan will allow the city to take a coherent approach to development in order to anticipate effects on infrastructure and plan for long-term community needs according to sustainability principles. The city will map existing opportunities and constraints related to the physical features of the site, to determine where development should take place, and will develop a vision for the neighbourhood in consultation with the community. Goals guiding development in the Humphrey’s Brook Secondary Plan will include the preservation of environmentally sensitive lands through constraint mapping, park spaces, engineered wetlands; implementing naturalized approaches for storm water management which will also help improve water quality; increasing residential density; and encouraging alternative and active transportation through walkability, connectivity, public transit, and school placement. The neighborhood plan will also integrate energy and waste reduction. Dialogue with various stakeholders will be achieved through a series of internal meetings with developers and land owners as well as broader community "open houses" which will focus on area residents as well as the general public. The vision and targets of the neighbourhood plan will be consistent with the ones identified in the Municipal Plan and the Sustainable Community Plan (GMF 10197), as well as a recently completed Climate Change Adaptation and Flood Management Strategy. This initiative will be the city's first comprehensive neighbourhood plan that will not only provide general land use policies but also include a naturalized approach to stormwater management. As such, it should be a good example of pro-active integrated neighborhood planning for New Brunswick, as well as Canada as a whole. (Project description from original funding application)
