Description

The City of Sainte-Catherine has plans to conduct a feasibility study on the remediation and reconstruction of Hébert Boulevard and part of Garnier Street, a cross street that will become the main access to the town’s industrial park. Hébert Boulevard is a main artery in the industrial area. The existing roadway suffers from poor drainage, the presence of contaminated soil, congestion and a configuration that is not very user-friendly. A Phase I environmental site assessment revealed potential presence of hydrocarbon compounds, extractable or dissolved metals and polychlorinated biphenyls (PCBs). The feasibility study on the remediation and reconstruction of Hébert Boulevard will first identify the type and extent of the contamination in a phase II environmental site assessment. A geotechnical analysis will subsequently be conducted and the results of these two studies evaluated to determine the technical and financial feasibility of rebuilding Hébert Boulevard and installing a stormwater sewer as part of the site reconstruction plan. The general objective of this project is to meet the ever increasing transportation needs of industrial companies, in addition to complying with the City’s Urban and Sustainable Development Plan as regards site remediation and water management. Improving safety and traffic flow in the area will enhance the development potential of the industrial park. About 27,000 m2 of roadway will be redeveloped. Soil remediation to level C will be undertaken as described in the Soil Protection and Contaminated Sites Rehabilitation Policy issued by the Ministry of Sustainable Development, Environment and Fight against Climate Change (MDDELCC), and in compliance with the provisions of Section 32 of the Environment Quality Act regarding the removal of 80% of suspended solids in runoff. Each study will include a detailed report to be used as a reference in the project development phase. Rigorous monitoring of deliverables and results will be undertaken to facilitate production of a post-mortem report on the project, a regular practice in the City's project management process. Rebuilding Hébert Boulevard is based on a design study that considered the needs and views of industrial companies, businesses and other stakeholders associated with the industrial park.
