Description
The grant recipient will be required to implement initiatives that will have a long-term impact on corporate GHG emission reduction measures. The first mandatory phase consists in developing a GHG emission reduction plan. The plan should establish baseline data through a GHG emissions inventory, identify emission reduction targets, and outline corporate and community GHG emission reduction measures in all sectors of municipal activity, including energy use, transportation planning, land use planning, and waste and water management. The second mandatory phase consists in implementing operational and institutional changes that will generate long-term GHG emission reductions once the grant period ends. The third phase consists in completing the groundwork to implement the climate change mitigation projects; the grant recipient will be required to put the planned measures into action during the grant period. In Year 1, the Recipient plans to:• Create monitoring structures for the implementation of the measures with the municipalities and stakeholders in the territory;• Update the tools used to monitor the progress of the actions and calculate GHG reductions, and ensure continuous improvement of these tools;• Support municipalities and stakeholders in developing actions and supporting local efforts;• Monitor GHG initiatives and available funding sources;• Create theme-based action implementation committees (five committees);• Coordinate and lead the action implementation committees;• Establish structures to integrate reduction and target actions into capital and investment projects as well as into RCM and municipal direction and policies;• Report back to the working committee on the progress of the implementation of actions, challenges encountered, and proposed solutions;• Report to the RCM Board and the various stakeholders involved in the implementation of the action plan;• Engage stakeholders to ensure participation in GHG reduction actions;• Develop a communications plan to report to stakeholders and citizens as well as keep them engaged in the fight against climate change.In Year 2, the Recipient plans to:• Maintain and adapt, as necessary, monitoring structures for the implementation of the measures with the municipalities and stakeholders in the territory;• Update the tools used to monitor the progress of the actions and calculate GHG reductions, and ensure continuous improvement of these tools;• Support municipalities and stakeholders in developing actions and supporting local efforts;• Monitor GHG initiatives and available funding sources.• Coordinate and lead the action implementation committees;• Maintain structures to integrate reduction and target actions into capital and investment projects as well as into RCM and municipal direction and policies;• Report back to the working committee on the progress of the implementation of actions, challenges encountered, and proposed solutions;• Report to the RCM Board and the various stakeholders involved in the implementation of the action plan;• Continue to engage stakeholders to ensure participation in GHG reduction actions;• Deploy the communications plan to report to stakeholders and citizens as well as keep them engaged in the fight against climate change.
