Description

The Town of Penetanguishene will contract LAS Roads Assessment Service to diagnose its roadway and sidewalk defects efficiently and effectively using digital inspection technologies, collecting data while traveling in traffic. The Town will ensure that the condition assessment data is loaded into a web-based GIS data management system that provides visual tools and methods to improve decision-making for roadway and sidewalk management. The Recipient will use the sidewalk interface for hazard monitoring in accordance with Ontario Minimum Maintenance Standards for Municipal Highways Reg. 239/02 and compliance with Integrated Accessibility Standards Reg. 413/12.The Town will send selected municipal employees for training in Asset Valuation and Capital Investment Planning, provided through Ontario Good Roads Association (OGRA). The course details the financial process for capitalizing and amortizing tangible capital assets in accordance with PSAB requirements. Strategy options for the preservation of and rehabilitation of assets over their service life are explored and linked to capital investment planning process.The Town will assess the condition of its buildings and generate a Building Condition Assessment report toidentify the life cycles of the various building components, the current state of each of the components, and the replacement values of each. These components include but are not limited to building systems such as electrical or HVAC, roofing, windows, and interior finishing. The results of the report will assist the Town in developing a capital investment plan for each of the facilities. The report will identify the financial resources needed and associated time frames in order to keep the buildings well-maintained and to reach their maximum useful life.
