Description

The City of Belleville’s Brownfield Programs Strategy (BPS) and Community Improvement Plan (CIP) will create a framework within the City Official Plan to provide municipal involvement and financial incentives to better support urban regeneration. Currently the City does not have tools to redevelop potentially contaminated sites. The BPS and CIP will promote enhanced links between the land use approvals process and environmental remediation and urban regeneration programs. By focusing on the redevelopment of contaminated, derelict, and underutilized properties, these initiatives will also lead to development of compact neighbourhoods in central areas that use existing municipal infrastructure. Once implemented, the City expects that the Plans will support environmental improvement measures, and reduce soil, surface water and groundwater contamination with heavy metals, solvents, petroleum fuels, PCBs, VOCs and PAHs. This will result in decreased health risks for residents and adjoining landowners, and reduction of urban sprawl and associated greenhouse gas emissions.
