Description

The Town of Nipawin will conduct a feasibility study of its Handivan transportation system, a one-van service that transports residents with limited mobility, to examine options to improve the program’s environmental, social and economic performance. The Handivan travels around 22,000 km per year, providing affordable transportation to rural community members and reducing vehicle kilometres travelled by family members, caregivers, and social service agencies.Based on a preliminary service review, Nipawin will identify the percentage of travelers using the Handivan service versus other transportation types, as well as current ridership patterns. They will then study options for improving fuel and operational efficiency, maximize occupancy, including purchasing a more efficient or electric vehicle, recommend route and schedule changes, and consider expanding the service within Nipawin and to neighbouring villages in the Twin Lakes Region. The study will also look at plans to resolve service delays and interruptions, which have been reported during periods of high demand and during extremely cold weather. Nipawin will examine various scenarios and best practices, and bring proposals forward during public consultations. A final report will be presented to Nipawin Council with recommendations based on the potential environmental, economic, and social impacts, including the expected reduction in vehicle kilometres travelled in low occupancy vehicles.This study will complement the Nipawin 2020 Action Plan and the Twin Lakes District Plan, as well as the town’s Green Community Strategy, currently being drafted under the Nipawin Economic Development Growth Strategy. The town anticipates that an enhanced Handivan service will contribute to a modal shift that will help accommodate its aging population. The study findings will be shared with other communities seeking to improve their transit systems for people with disabilities and special needs.
