Description
The City of Kingston, a member of Partners for Climate Protection, will study the feasibility of energy retrofits in up to 40 municipal buildings, and of bringing four of its largest and most prominent facilities up to LEED Existing Buildings (EB) standards, as part of its strategy to meet its greenhouse gas emission target reduction of 25%.
The research team will review building condition reports, collect data on utility consumption, make site visits and consult with building managers. They will compare energy and water consumption in similar facilities and establish preliminary targets. A team of engineers will identify and assess retrofit options, including lighting retrofits, control system upgrades, heating, ventilation and air-conditioning system upgrades, plumbing upgrades, building envelope sealing, window replacement and on-site renewable energy generation. Options will be evaluated based on cost, payback time, energy-saving potential, greenhouse gas reduction potential, maintenance impacts and occupant comfort. The study will result in a detailed retrofit plan for the 40 facilities, which would then become a capital project. The plan will include a monitoring and tracking system and a plan for operator and user training and awareness, to ensure sustained reductions in energy and water use and greenhouse gas emissions.
The retrofit projects will reduce electricity, natural gas and fuel oil consumption, with a projected reduction of 6,835 tonnes of carbon dioxide equivalent emissions. Other benefits will include reduced water consumption, reduced operating costs for the buildings, and protection of human health.
