Description
The City of Lévis is proposing to review and revitalize land planning in place for the five old districts of Levis, Saint-Romuald, Charny and Lauzon, and the Village of Saint Nicolas in light of the fact that there are many investors interested in these areas. These old districts offer consolidation and urban development potential, have historically rich built and human heritage, and are facing major preservation challenges. The process under way is designed to develop a vision, a consensual regulatory framework and an investment program addressing the issues at hand. Each of the five old districts will have its own special planning program (SPP) and a single action plan will be put in place. The process is based on the City of Lévis’ Sustainable Development Action Plan (GMF 10398). The social and environmental objectives of this project are to develop short-, medium- and long-term strategic plans, improve energy efficiency in the transport sector, analyze the water and sewer system capacities, manage contaminated sites and residual materials, and improve quality of life for residents and visitors. A number of public and invitation-only stakeholder consultations are planned (for citizens, property owners, business people, organizations, and property developers) before any formal planning is drafted to ensure their diverse concerns are taken into consideration. The project will be monitored by a steering committee that will include elected officials and urban planning managers; the municipal council and executive committee will be kept informed of the process, and development corporations and the general population will be consulted.
