Description

The grant-funded employee will implement initiatives that will produce a lasting improvement in municipal GHG emissions reduction. The first required phase of work is to develop seven community-wide GHG Reduction Plans for Municipality of North Perth, the County of Perth, West Perth, Perth East, Perth South, the City of Stratford, and the Town of St. Marys. These plans identify strategies that lead to GHG reduction opportunities for municipal operations and the community. The second required phase of work will be to implement operational and institutional changes that will help ensure long-term GHG emissions reduction after the grant period. The third phase of work will be to carry out the preparatory work to be able to implement climate mitigation projects and the grant-funded staff person is required to move activities from the planning stage to the implementation stage over the course of the grant period. Over the course of the two-year period, the Recipient will: • Conduct institutional analyses of the current GHG emissions inventory/reductions and climate mitigation efforts of each municipality, as well as a forecast of future GHG emissions based on a business-as-usual scenario. • Conduct an environmental scan of GHG emissions reduction plans and climate mitigation initiatives from other municipalities to determine best practices. • Connect with stakeholders representing the local utilities, conservation authorities and major sectors relevant to each municipality to obtain data and support on community-wide GHG emissions and climate mitigation efforts. • Present community profiles for each municipality, including community-wide GHG inventories, reduction targets, a business-as-usual scenario and an analysis of the information obtained through the stakeholder consultation. The profiles will also include preliminary lists of GHG emission reduction projects and priority areas for each municipality.• Develop the seven community-wide GHG Reduction Plans. The plans will follow a consistent template, but are expected to be unique to the characteristics of each municipality. The plans will include final reduction targets and actions for each municipality, recognizing that some actions may be shared initiatives amongst the partners. • Obtain Council approval of plans. • Implement the plan with assistance from other relevant municipal staff. This will include establishing a Climate Change Advisory Committee to guide the implementation of the Plans, as well as furthering partnerships with appropriate community organization, community champions and stakeholders, as well as educating the general public on the plan. • Put in place procedures/mechanisms that ensure the plan is considered in other areas of municipal decision making (e.g., planning, economic development, water/wastewater, etc.). • Track and report on the progress of implementing the actions of their plans and how activities/initiatives are contributing to a reduction in community GHG emissions, as well as other implications that are experienced. These activities will help each partner municipality complete Milestones 1-4 (recognizing that each municipality may not be starting at the same Milestone) and work towards achieving Milestone 5.
