Description
For this project, the Township of Puslinch will complete a road condition assessment and traffic study.The 2019 AM plan recommended that the Township complete a Condition Index Study for hard road surfaces and gravel roads by a qualified engineer every 5 years. It also recommended completion of a Traffic Volume Study for hard road surfaces and gravel roads. The purpose of this study is to better manage the lifecycle of each road segment and optimize the lifecycle model for roads. This will be done by increasing or decreasing the deterioration rate of two PCI points per year based on the expected traffic on the road surface over time.The completion of these studies will assist the Township in ensuring it is prioritizing its roads capital projects by doing the right projects at the right time. These studies will assist in optimizing the decision making process including collecting baseline data, developing condition assessment methodologies and condition ratings, determining traffic volumes and road classifications, defining the lifecycle investment requirements including deterioration rates based on road classifications/traffic volumes, developing and approving service levels, determining the major capital/operating/maintenance activities and their costing, and updating this data into the Asset Management plan, City-Wide Asset Management software, and annual budgeting processes. The road network is the most significant Township infrastructure asset. The completion of these studies is also critical in defining priorities and determining how the Township will address its Asset Management funding shortfall.The completion of the studies will assist staff and elected officials to better understand the Township's roads infrastructure needs and how to best address challenges posed by aging roads infrastructure and increasing renewal pressures. The studies will also enable an effective link between Asset Managementand other financial reporting requirements including the Township's Ten-Year Capital Budget and Forecast which is adopted by Council on an annual basis.
