Description
The grant-funded staff person will implement initiatives that will produce a lasting improvement in municipal GHG emissions reduction. The first required phase of work is to develop a greenhouse gas (GHG) emissions reduction plan. The plan will establish a baseline GHG emissions inventory, set emissions reduction targets, and outline actions to reduce GHG emissions for municipal operations and the community in all areas of municipal activity, including energy use, transportationplanning, land use, waste and water management. The second required phase of work for the grant-funded staff person is to implement operational and institutional changes that will help ensure long-term GHG emissions reduction after the grant period. The third phase of work will be to carry out the preparatory work to be able to implement climate mitigation projects and the grant-funded staff person is required to move activities from the planning stage to the implementation stage over the course of the grant period. In Year 1, the Recipient plans to:? Develop a corporate GHG emissions inventory for the 2017 calendar year and an administrative system for tracking corporate GHGs going forward. Include costs of emitting activities along with GHG emissions. Use findings to prioritise corporate emission reduction actions. Deliverable: corporate GHG emissions report for 2017 calendar year.? Review and update the actions outlined in the existing Carbon Neutral Action Plan (CNAP) focused on corporate emissions. Develop a business case for and prioritize corporate GHG reduction actions such as city building LED lighting upgrades, heat recovery projects, renewable energy projects, and vehicle upgrades. Review existing energy audits for city facilities, assess the business case for strategies recommended in those adults, prioritize actions. Deliverable: A detailed action priority list including potential GHG reductions and business case (cost, payback, potential funding sources) for each action.? Review and update the actions outlined in the existing Community Energy and Emissions Plan (CEEP) focused on community-wide emissions. Prioritize community-wide actions, build out the plan to include potential funding sources (internal and external) and business case where applicable. Deliverable: priority community-wide action list? Present the corporate GHG inventory findings and reduction action items to city staff and council, identify city departments responsible for specific actions, create department-specific action lists and timelines, assign and assist staff in the implementation process? Set up systems to incorporate energy and emissions management into city operations (ongoing tracking of electricity, natural gas, and fuel use)? Develop a vehicle purchasing policy; Incorporate GHG considerations into purchasing policies ? Building Operations: develop green building policies to incorporate energy & GHGs considerations into future building projects and require an evaluation of renewable energy options for buildings ? Manage the LED lighting retrofit for city buildings, monitor and document cost savings and GHG reductions achieved.In Year 2, the Recipient intends to:? Implement energy and GHG reduction initiatives for city buildings outlined in the existing energy audits for city buildings. Document GHG reductions achieved as well as financial savings and ROI for each strategy implemented.? Develop the business and GHG reduction case for heat recovery project at the rec centre (as outlined in the energy audit report), apply for funding (UBCM Green Municipal Fund, investigate other available sources)? Implement other GHG reduction initiatives in order of priority sequence developed: develop the budget and business case and present proposed strategies to council to access CARIP Energy Reserve fund as well as Community Works Fund, report to council on outcomes of strategies that have been implemented.
