Description
BPE Development, in partnership with the City of Kingston, will undertake a risk assessment and develop a risk management plan prior to re-developing a brownfield known as “Burton Sanitation” located at 661 Montreal Street in Kingston, Ontario. The 0.23 hectare site is located in an underutilized portion of an industrial business area near Kingston’s downtown core. The site is located within the Community Improvement Plan Area identified by the City and is one of the first sites in the old industrial area to go through brownfield redevelopment. The phase II environmental site assessment confirmed the presence of pesticides, metals and polycyclic aromatic hydrocarbons in concentrations exceeding the applicable provincial standard. The focus of this initiative is to complete a risk assessment and a risk management plan. Through its implementation, the contamination on site will be appropriately managed by implementing engineering control measures (likely encapsulation of contaminated material to prevent ecological or human exposure). Following the completion of the risk assessment, BPE will file for a record of site condition and a Certificate of Property Use (CPU) which will be issued by the Ministry of the Environment of Ontario and which will allow for the re-development of the site. Remediating an underutilized site, rather than building on a greenfield, will minimize adverse environmental impacts as well as increasing municipal revenue and economic activity, and improving the quality of life. Following the reception of the CPU, BPE development will retrofit the building currently found on site and bring it up to code as well as adding an extension to the current building.
