Description
The municipal staff and department heads will work with Public Sector Digest (PSD) to enhance themunicipality Asset Management Plan (AMP), completed in 2016, working towards developing an AssetManagement Roadmap. This next step to obtaining sustainable infrastructure is to create a corporateassets management policy, condition assessment protocols, risk and criticality models, lifecyclemanagement, financial strategies and a levels of service framework. This project will update details in themunicipality AMP considering its unique financial, economic and political realities. The results will ensurethat the AMP is becoming more comprehensive, understood, and prioritized by both senior managementand council.The activities to complete this project include:1. The Asset Management Maturity Assessment will gauge the current state of practices related toasset management. It is a thorough gap analysis to provide a realistic focus which will build aMAMP 15462(28 pages)strong asset management program. An initial survey will gather information involving allstakeholders.2. Establish an Asset Management Policy that is endorsed by senior management and council clearlystating our objectives, roles and responsibilities.3. The following will define a Critical Activities Path (CAP) for roads, bridges, water, sewer, storm,facilities and parks. (Phase 1): An Asset Condition Assessment Protocol will be developed that will lead to better managementdecisions based on complete knowledge. Repair schedules, preventive maintenance andrehabilitation programs will be more timely and proactive because of this information. Risk and Criticality Model will be developed, ranking and rating the business risk associatedwith all infrastructure stock. Life Cycle Model Development will determine the optimized life cycle that provides the longestlifetime for the lowest cost. Financial strategies related to asset management will be developed. A Level of Service Framework will be developed that meets strategic goals based on customerexpectation, statutory requirements, standards and the financial capacity of the municipality todeliver services.
