Description
The City of Longueuil wants to develop a Master Plan for Sustainable Redevelopment for the Roland-Therrien sector to restructure the area as an exemplary living environment based on best practices of sustainable development. With this planning tool, Longueuil will be able to create an inclusive and responsible human scale community linked to public transportation and local services, while meeting a variety of housing needs. The redevelopment of this industrial area in the heart of a very urban reality fits perfectly with the approach of the Montreal Metropolitan Community (MMC) which advocates the redevelopment, compactness and density of urban territory. The Longueuil MPSR will cover a variety of topics concerning the environmental, economic and social dimensions of sustainable development, and will build on TOD (Transit Oriented Development) and New Urbanism principles. Specifically, the Roland-Therrien project will contribute to achieving the targets set by the Strategic Plan for Sustainable Development (PSDD) of the City of Longueuil (GMF 10256), including the issue of the fight against heat islands and pneumatic waste collection. The project governance is based on the management method proposed by the PSDD, an inclusive and dynamic approach reflective of the community. Most of the development process will be conducted internally by the Office of Major Projects, in collaboration with the steering committee and technical committee. Committees of local stakeholders, consultants and experts in various fields will enhance and complement the City's work. In addition, as part of this project, the City of Longueuil has transformed the traditional consultative approach to one of citizen participation. This approach, new for the administration, contributed to the establishment of the Office of Information and Consultation, responsible for informing the community about the project in order to win its social acceptance. A charter of participation was developed and distributed to all households in proximity to the future redevelopment in order to clarify the obligations of each party. This model has been in operation since March 2013, when citizens were able to attend the first presentation of the project. With this MPSR, Longueuil wants to acquire the necessary tools to organize its territory according to sustainable and responsible choices, providing interconnected, mixed, compact and dense living environments by harmonizing the planning of urban development and transportation.
