Description

The Village of Grenville wants to do a Phase 2 assessment of soil and groundwater and produce a remediation plan for one of its properties, a vacant lot previously occupied by a service station. Grenville has decided to decontaminate the property and give it a new vocation. Once decontaminated, the property, now covered with concrete and asphalt, will be converted into a green municipal park. The remediation will improve residents’ quality of life, attract cyclists using the nearby Route verte bikeway and limit the medium- and long-term risk of contaminant migration to neighbouring properties. A consulting firm has already done a Phase 1 site assessment, which revealed the presence of “B-C” soil contamination on the southern part of the 2,500-m2 property and noted that the contaminants are petroleum hydrocarbons, polycyclic aromatic hydrocarbons and metals. Grenville will do the Phase 2 site assessment, remove the remaining service-station underground tanks, and draft a remediation and risk management plan that will be included in the Phase 2 study report. This project to convert an unused service station is an inspiring example that can be useful to other municipalities facing decontamination of a former service-station property.
