Mobile Sensing Roads Assessment and Development of a Long Term Financial Plan

The Township of Tay Valley will update its Asset Management Plan (AMP) by completing a roads condition assessment and developing a Long-Term Financial Plan in 2018. The Township will conduct an assessment of its paved roads. The last condition assessment was conducted in 2013 and has become outdated. The data will be collected by using patented Sensing Technology with multiple sensors on a van that record an optical 3D camera view of the roadway, back downward-facing cameras (capturing a still image of the road surface every two meters) and electromagnetic (radar) waves (water valves, maintenance covers). The system also uses GPS that can be integrated with any mapping which Tay Valley currently utilizes. The most important aspect of gathering all the information is that the Pavement Condition Index (PCI) is determined. The PCI provides the foundation of creating 10-year maintenance/capital plan and thereby establishing proper budget requirements. This data will allow Tay Valley to run reports for different forecasting scenarios (based on funding or achieving a level of service for the PCI) for maintenance planning (Total Lifecycle Maintenance) and capital planning. The 10-year capital plan will be incorporated into a Long-Term Financial Plan (LTFP) to examine and develop strategies to achieve adequate reserve balances with a 10-year financial forecast including any recommendations for Council’s consideration on strategies to achieve adequate fund balances. This review will also take into consideration re-assessment, growth, tax rates and analysis of existing tax rates in relation to household income to verify affordability for our residents.
