Description
This study will help the Town of Swan River to determine the best course of action to increase its current wastewater treatment capacity. The selection of a preferred treatment option will be based on a comparison of the capital construction costs, operating and maintenance costs, and energy requirements as well as the nutrient removal methods and final effluent quality of the three alternatives: a new lagoon-based system, a Sequential Batch Reactor SBR facility, and a Membrane Bioreactor facility. The study will develop treatment concepts based on a 25-year design period and assess them based on stipulated provincial government nutrient removal and effluent quality criteria. In addition to their treatment capabilities, the options will be compared based on their construction and operating costs, life-cycle costs, ease of expansion, sustainability, and environmental impacts. The preferred option will have the potential to reduce the need for future system expansion, associated environmental costs and monetary costs. It will also reduce the impact of sewage effluent on nearby water sources, including eutrophication.
